The law syllogism says that if you have a statement, if a, then B and you have if B then see then, that's what we're looking for. Is it a formula or pattern here? The Law of Syllogism says that if (A implies B and B implies C), then A implies C.

In this case:

A = The sun is shining

B = It is a beautiful day

C = We will have a picnic

The two statements they give you mean that A implies B and B implies C.

So the Law of Syllogism tells you that A implies C, or:  If the sun is shining, then we will have a picnic.  That's choice C.
